You can disable this behavior with the vuewm absentMapBehavior
resource. The resource is set specifically for a class of application.
For example, to prevent hpterm windows from adding themselves to new
workspaces you would use "Vuewm*HPterm*absentMapBehavior: ignore".

The class of an application can be checked using the command
"/usr/contrib/bin/X11/xprop | grep WM_CLASS". When you run this you
will get a crosshair cursor. Click on the application window. If the
application sets no WM_CLASS property, then you can affect all such
applications by setting the resource
"Vuewm*default*absentMapBehavior: ignore".
