Many people have informally proposed GC. However, nobody has written a
formal proposal and submitted it to the committee. John Ellis has done
a lot of good work, but - very reasonably, I think - decided that this
was not the time to deal with GC in the context of the standard.

I don't think GC - in any of the forms that has been discussed - has
any chance for this standard. This, of course, doesn't prevent people
from experimenting or from using a conservative garbage collector.
