Unrmail comes standard with Emacs 19 (at least since 19.10), in the
normal lisp directory. Since you can't find unrmail, I suspect you
need, not a newer info file, but a newer Emacs. (I would guess that
there is already a copy of Emacs 19 around your site somewhere, since
you seem to have the new info file.) If that's no good for you, I
know there are a couple of rmail-to-mail converters on
archive.cis.ohio-state.edu under /pub/gnu/emacs/elisp-archive. I have
no experience with any of these packages, so I'm afraid I can't tell
you too much beyond that they exist.
