At the end of the project, the responsibility for the deliverables is handed from the project to the SCM function.
The exit criteria to be satisfied then is based on reproducibility:
The full release should be reproducible using a one-line config spec, with a release label documented in a vob located web page.
Assuming the release is still being referenced in a view (i.e. has not been scrubbed away), the release should fully wink in, and not rebuilding should be involved.
Departures from this ideal situation are acceptable as long as they have been agreed upon and are documented, in the above mentioned vob located web page.
