SCM is not an add-on upon a project. It is a point of view over the whole of it. If the project produces source files of several 1000s lines of code, or writes its documentation in MS Word, there is little the SCM function may do: any management of the information crucial for the project will be close to impossible!

What the SCM function may do is provide with this viewpoint and insure it is taken into consideration, in the well understood interest of the projects. It may also provide with tools making it effortless to implement a good SCM, and with assistance upon using them.

Again there, tools can only be easy to use in a context. They require a certain level of competence from their users. This is something to be adjusted: tradeoffs must be made, which cannot happen unilaterally.
