Editing the documents must be
easy, for everybody, otherwise it is not being done, and documents
become soon out-of-date. On UNIX, this is more or less solved.
On NT, the task of supporting the edition of documents on our web
server was almost, but not fully, completed.
Documents will not be maintained (or even read) if they cannot be found. One strategy for achieving this was to implement a search engine.
An other tool which has never been fully investigated was used in OSS: remote access of MS Word, from Unix, through windd, to edit Word documents stored under ClearCase... It is built up around a script and a mailcap setting to access the former as a pluggin through a web browser. These files were received --without support or guarantee-- from Jukka Papunen.
An other idea was raised, but dismissed: the use of Adobe Distiller to display through acroread Word documents saved as PostScript.
